At each cooling tower, workers took two samples: one for the city and one for the state.

The Wall Street Journal and The New York Times report on confusing and differing New York City and state responses to the Legionnaires’ outbreak as two more people died from the disease bringing the total to 12 deaths with the number of cases at 113.

Mayor Bill de Blasio and Gov. Andrew Cuomo, spoke at separate, simultaneous news conferences, where each touted his administration’s response to the outbreak but declined to comment on the other’s.
