ANSI Seeks Feedback on China’s Revision of Standardization Law

The American National Standards Institute, which is closely monitoring the rollout of the reform of China’s standardization system, encourages its members to submit comments on the latest version of China’s standardization law draft by Sept. 18.

The National People’s Congress released the newest draft revision of the law, which serves as the groundwork for China’s ongoing standardization reform initiative. The law is intended to promote scientific and technological progress, improve the level of economic and social development, enhance the quality of products and services, ensure the safety of people's health and life and property, and strengthen standardization.

ANSI previously submitted comments for the March 2016 revision, as well as the May 2017 revision. For the latest draft, ANSI is collaborating with its International Policy Committee (IPC)/Board Focus Group on China’s standardization reform to collect feedback, and encourages all ANSI members to submit comments for consideration. Stakeholders can submit comments to ANSI via china@ansi.org.

Comments should reference specific articles in the law and are due to ANSI no later than Sept. 18, so that it may consider them prior to the comment deadline of Sept. 24. ANSI also encourages members to submit comments through their own organizations, or to send comments and feedback to ANSI for information, rather than inclusion in the ANSI submission. The final version of ANSI’s comments will be circulated following submission.

ANSI does not yet have an English translation of the law, but the full text of the draft in Chinese is available.

ANSI, which serves as the coordinator of the U.S. voluntary consensus standardization system, has been closely following the rollout of the reform through its international policy department, and has maintained close ties with the Standardization Administration of the People’s Republic China (SAC) through frequent meetings and visits.
