AB 663, signed on Oct. 1, 2025, clarifies California’s State Bill (SB) 1206 and establishes strict criteria for what qualifies as a certified reclaimed refrigerant. Under the law, certified reclaimed products are exempt from hydrofluorocarbon (HFC) global warming potential restrictions, provided they meet specific criteria: each cylinder must contain at least 85 percent reclaimed material by weight, be AHRI 700 certified, achieve a minimum purity of 99.5 percent, and be processed by an EPA-Certified Reclaimer.
The new legislation also eliminates ambiguity regarding inventory, with a clear mandate that stockpiled refrigerants which do not meet these standards are now deemed non-compliant regardless of their purchase date. Non-compliance carries significant civil and criminal penalties.
